Coast Guard rescues fisherman

Yesterday, on www.tampabay.com was a article about the disabled 36' commerical boat Jenny Lynn being capsized 18 miles off St. Petersburg. They rescued the captain by helicopter after he activated the boats EPRIB.

The EPA charges to clean that up are going to be steep. I wonder what the requirements are of the owner? Cheaper to send down a dive team to remove oil & gas and leave the boat to become a new dive spot? I have no idea what normally occurs in situations like this

"Liability insurance" (that covers this) is CHEAP!
If he was too Cheap to buy it, he is on the hook! As well he should be!
I wonder where his "home port" was...I doubt ANY marina allows a boat that is not covered by a minimum of Liability Insurance.

One of two things happen... either the gas, oil or diesel pours out fast or very slow. Unless it is inshore the likely hood of cleanup is slim to none. I'm sure fines may apply but nobody is cleaning up anything offshore on a small fishing boat that went down simply due to logistics. If it was still floating and anchored the CG could through a boom around it but I have yet to see it happen.
