All the pangueros are right in town, cant miss them, but you can't do any spearing in the area. Enjoy the diving instead, it is by far the best I've seen on this planet when it comes to fishiness - National Geographic type stuff right in your face. Still ask around in town, someone should be able to take you north/south of the reserve. You may not even need a panga - there's tons of shore diving spots. Post up a story when you come back. Gluck
