Any suggestions for conditions for best visibility

Whats up everyone,

I'm new to the site, I was turned on to it by a friend. We live in Middletown and have been spearfishing for about 2 summers now. We mostly fish around some jetties in deal and Longbranch. Most of time it is hit or miss with visibility. I'm looking for any suggestions on how to find the best conditions as far as visibility is concerned (Ocean, Bay, River) (N, S, E, W, wind)? For example a friend had told me a west wind will provide clearer conditions for the jetties in deal. He basically said depending on the wind and conditions he could find different places that would be better for visibility. Or is it just a crap shoot? Any suggestions?
