I found here in New Zealand the albacore don't always respond to chum or burley. I have had success with trolling up a fish on line, then letting it swim around in circles under the boat, about 30 feet down. Every so often a small group will come through, do a few circuits and leave, but they come within shooting range if you hang in the water. Unfortunately makos come in too! Good luck!
