I beach freedive regularly in Fort Lauderdale with a group of people who would be interested in going to Pennekamp. Usually 4-8 people. Not sure who would be willing to make the trip. It depends alot on the cost.

Ok so you are looking for a snorkel trip more or less, no spearfishing. I could do that for $100 pp. There is no spearfishing in Pennekamp state park.
